This essay is David Hart’s introduction to A Tadpole Constitution. Part II. Majority Rule by Any Other Name, by Anthony de Jasay.

In this article Jasay continues the discussion which he began last month of the possible ways the new European constitution may evolve. He uses public choice to analyze where the self-interest of the Euro-politicians and bureaucrats lie, and what impact the adoption of majority rule, when combined with the entry of new member states, will have on the European experiment in confederate government. His conclusion suggests that the “pond” in which the centralized states of the world swim can expect a new member in the not so distant future.
